政策扶持是大众创业的助推器。

近日,市工商局制定了《铁岭市引进人才创办企业扶持政策》(以下简称《扶持政策》),梳理了给予创业扶持期、创办企业核名最短时间办理、安排专人全程指导并跟踪服务、免费授权地理标志商标等9条政策,充分发挥工商职能作用,为引进人才创办企业提供优质高效的管家式服务。 没有创业经验,时间紧迫,不懂业务办理流程……对初始创业者来说,创业还未开始,各种问题就先接踵而来。 不过,以往创业者遇到的工商业务难题,如今都能一一解决。

《扶持政策》中明确,对引进人才首次创业,从事不涉及工商登记前、后置审批事项的个体经营活动的,我市给予6个月的创业扶持期,扶持期内无需办理营业执照,扶持期满后,再办理营业执照;除法律法规有明确规定外,引进人才从事个体经营活动的,可自主申报经营场所,无需提交产权证明和租赁协议;除此之外,对引进人才从事新能源、新材料等新型行业的,经营范围可不按照国民经济行业分类目录核定,可以按照申请提出的行业用语来核定。 在《扶持政策》中,各项创业服务支持也能给创业者带来极大便利。 在创办企业名称使用方面,我市全力支持引进人才创办企业名冠辽宁,可实现铁岭市域内现场即办;对引进人才创办企业需要核准无行政区划企业名称的,也可帮助创业者积极协调国家总局,争取网上最短时间办理;充分发挥全程电子化登记优势,为无法到现场办理工商登记的引进人才提供远程指导和业务即时办理服务;并开辟服务引进人才创办企业绿色通道,安排专人为引进人才创办企业和个体工商户提供全程指导及不少于一年的跟踪服务,收集服务对象在生产经营过程中遇到的问题,并协调相关部门予以解决。

申请商标方面,对引进人才创办涉农企业,我市免费授权其使用铁岭地理标志商标,以拓宽其销售渠道;支持引进人才在企业创办初期申请商标注册,实施全程帮办并提供相关费用支持。 鼓励企业积极注册国际商标,提升企业品牌形象。
